An electricity supply system in which a control organisation creates variations of the fundamental frequency of the supply in order to signal shedding or adding of loads, or to cause some other process or transmission of data. The loads are generally located at consumer premises and are able to be actuated in this fashion by prior agreement with the control organisation. Each consumer installs a frequency change decoder device to detect and interpret the signals above noise which is always present on the supply system. Each device may be installed as part of general purpose electricity metering equipment or as a separate item. The devices may also be used to detect uncontrolled frequency decays caused by a failure in the supply system and to shed loads appropriately.
