1. The ornamental design for a mounting rail base plate, as shown and described.

Description:

FIG. 1 is a front, top, left-side, perspective view of a mounting rail base plate showing my new design shown mounted between an optional helmet and mounting rail;

FIG. 2 is a front, top, left-side, perspective view of the mounting rail base plate shown in FIG. 1 with the optional mounting rail removed for clarity;

FIG. 3 is a rear, bottom, left-side, perspective view of the mounting rail base plate shown in FIG. 1;

FIG. 4 is a front elevational view of the mounting rail base plate shown in FIG. 1;

FIG. 5 is a rear elevational view of the mounting rail base plate shown in FIG. 1;
